The bank isn't supposed to give out funds to lackadaisically spend. It gives out funds to track the conduction of natural resource expenditure. A lot of recycle paper and textiles are used to produce 'bank notes' (like dollar bills and British pounds), and when persons who service the bank are utilizing those resources as tools, they are meant to receive certain amounts and track the amounts spent. No one exists in the world who just receives 'blanket' amounts of 'cash' to 'buy' things that would otherwise be given for their rightful use and purpose. Virtue is the easiest means by which to discern whether or not something is correct, and this is done in accordance with 'toilet serialism', or 'toilet manners and behavior'. If you were to consider the human being or identity who is of mind as one who would use the toilet, do you think they would have the degree and integrity of capacity to do so as a person who would be clean in their operations? If not, but they have access to money (cash, etc.), then you would be referring to a criminal.
